They both have advantages and disadvantages. Naruto is determined, and so he wins a lot of battles. Sasuke focuses more on power, which is why he wins matches.
Naruto having the Nine Tailed Fox inside of him has nothing to do with power. He will borrow chakra (?) from it, but that's pretty much it. Even before Naruto knew he was the vessel for the Nine Tailed Fox, he was determined to become Hokage. He only turnes into one of his tailed forms if he absolutely needs too, not just any old fight.
